International Counter-Trafficking Operations

The world sees statistics. I see names.

Fernando Figueroa, Founder, Anti-Trafficking Bureau

Rescue is only the beginning. Real success means prevention, intervention, restoration, and creating opportunities for survivors to rebuild their future. That is why I founded ATB.

Our Purpose

Intelligence first. Rescue always.

Human trafficking is a transnational criminal enterprise linked to organized crime, terrorism financing, and national security threats. Most organizations ask whether the victim was rescued. We ask a different question: can they rebuild their future?

ATB brings intelligence capability, operational experience, and coordinated enforcement to the fight, working directly alongside elite police units, prosecutors, and investigators across the Dominican Republic, Colombia, Ecuador, and Haiti.

Prevent
Intelligence-led early identification of trafficking patterns and networks before they reach full operation.
Protect
Victim-centered care ensuring safety, dignity, and access to critical services from the moment of rescue through long-term restoration.
Pursue
Covert and overt investigations to document, disrupt, and dismantle criminal networks through coordinated multi-agency operations.
Partner
Building sustainable counter-trafficking capacity in law enforcement and judicial systems across developing regions.
Operational Branches

A comprehensive response.

SIU
Special Investigations Unit
Covert and overt investigations to identify, document, and disrupt trafficking networks while supporting law enforcement and judicial processes. SIU agents work embedded with local prosecutors and police, building cases from intelligence gathering through arrest and prosecution.
Special Investigations Unit
SVU
Special Victims Unit
Victim-centered care, advocacy, and coordination to ensure survivors receive protection, dignity, and access to critical services. From the moment of rescue through long-term restoration, SVU walks alongside survivors as they rebuild their lives.
Special Victims Unit
E&P
