Fernando has trained some of the world’s most elite intelligence and law enforcement agencies—units that operate in the shadows, dismantling criminal networks, thwarting threats, and ensuring national security. His expertise has sharpened the minds and skills of agents who don’t just investigate crime—they eliminate it at its source.

His expertise has been sought after by some of the world’s most elite law enforcement and intelligence agencies, including U.S. Homeland Security, to combat international crime. These units play a critical role in dismantling global human trafficking and smuggling operations, and Fernando has provided them with the tools, tactics, and intelligence to stay ahead of criminal networks.

Fernando is a Board Certified Human Trafficking Investigator (CHTI) by the McAfee Institute and a Certified Anti-Human Trafficking Advocate (CAHTA) by Ambassadors United. He is also a proud member of the Global Association of Human Trafficking Scholars (GAHTS). He is also an adjunct professor at CMM College of Theology, where he leads the Human Trafficking Studies program.

Decade-long undercover human trafficking work

For over a decade, Fernando operated deep inside the world’s most dangerous criminal networks, infiltrating human trafficking rings and dismantling them from the inside. Working undercover, he walked among traffickers, gathering intelligence, exposing operations, and bringing the worst offenders to justice.

He played a crucial role in both covert and overt intelligence operations during Operation Cattleya. This was the result of a multi-agency operation that spanned nine months and resulted in the largest human trafficking rescue mission in the history of the Dominican Republic.

Fernando has trained some of the world’s most elite tactical units—forces that operate in the most hostile environments and execute the most dangerous missions with absolute precision. His expertise has shaped warriors who don’t just respond to threats—they eliminate them before they escalate.

With a career built on turning elite units into unstoppable forces, Fernando continues to train and develop tactical professionals who outthink, outfight, and outlast the enemy. His work ensures that when these warriors step onto the battlefield, the fight is already won.

Law Enforcement Special Operations

Fernando Figueroa is an active law enforcement officer with the Dominican National Police, he has trained over 600 elite operators in SWAT, the Lince Unit, and the Grey Berets.

In addition to being an active law enforcement officer, Fernando is an adjunct Professor, sharing his expertise and experiences with the Dominican Naval Intelligence Division M-2, the National Directorate for Drug Control (DNCD), and spent 4 years as an instructor for the Bureau of National Intelligence (DNI), lecturing on anti-terrorism intelligence and organized crime.
